A trust framework is not a technical integration pattern. It becomes scalable only when governance decisions are enforceable and trust actions produce evidence that survives audit and dispute.
Platform-led funding ships execution first. DPI funding should release money only when lawful capability is proven through legal origin, mandate, canonical records, governed rules, evidence and remedy drills.
