When protocol execution creates legal consequence, the state must prove that authority, mandate, canonical facts, executable rules, attribution, evidence and remedy remain intact.

Platform-led funding ships execution first. DPI funding should release money only when lawful capability is proven through legal origin, mandate, canonical records, governed rules, evidence and remedy drills.

A technically successful public system can still fail under judicial scrutiny if it cannot prove lawful authority, evidentiary integrity, correction semantics and a working remedy pathway.
